The VPA/FLEGT Agreement between Viet Nam and the EU officially took effect on June 1, 2019. To strengthen stakeholder engagement and coordination mechanisms, a Multi-Stakeholder Core Group on the VPA/FLEGT (hereinafter referred to as Core Group) was established in October 2017. The Core Group acts as a forum to coordinate and promote the engagement of the stakeholders in VPA/FLEGT implementation in Viet Nam, as well as to assist the Joint Implementation Committee (JIC) in monitoring and evaluating the implementation of the Agreement.
After five years of operation, in order to evaluate the Core Group performance, with the support of GIZ, a review of the Core Group functions, tasks and activity results during the 2017 – 2022 period was conducted. The objective of the evaluation is to review the Core Group’s performance during the 2017-2022 period, as well as its relevance, effectiveness, success, strengths, weaknesses, influence, and contributions to the VPA/FLEGT process in Viet Nam and to then propose appropriate adjustments.
